Mass Transportation Benefit Program (MTBP)
Withdraw from the DoW MTBP NCR
If you are separating from the Department of War, PCSing outside the National Capital Region (NCR), or switching to a federally subsidized parking permit, you must formally withdraw from the Mass Transportation Benefit Program (MTBP).
Your effective withdrawal date is based on your “Last Date of Commuting.” The MTBP Program Office will electronically retrieve any remaining government transit funds from your SmarTrip® account on the next business day following this date. (Note: Your personal, stored value funds will remain untouched).
You may withdraw from the program using one of the methods detailed below:
Web-Based Withdrawal
If you have a CAC and network access, you must use the secure web application to initiate your withdrawal. Withdrawals are typically processed the day following your last day of commute entry.
Launch the Secure MTBP Web Application (CAC Required)
- Select “Begin Withdrawal Application.”
- Follow the prompts.
- Enter your exact Last Commuting Date in the designated field.
- Confirm your email address and enter any required comments in the “Additional Information” field.
- Review the application for accuracy, click “I Agree,” and select “Submit Application.”
Email Withdrawal
If you cannot access a CAC-enabled computer, you may submit a request via email. Phone calls and voicemails are NOT accepted for withdrawal requests.
Paper Application
If you do not have a CAC and cannot send an email from the email address on file in your MTBP record, you may use the paper form to request a withdrawal.
- Download the DD Form 2845 Paper Application .
- Check the box next to “Withdrawing.”
- Complete your Last Name, First Name, Middle Initial, and DoD ID Number.
- Critical Requirement: You must manually write your exact “Last Day of Commute using program funds” on the form.
- Print pages 1 & 2 and fax them to (703) 697-2144 or (703) 614-4211.
Switching to a Parking Permit?
MTBP participants, whether they claim monthly benefits or not, are prohibited from also holding a federally subsidized parking permit.
- If you are withdrawing from MTBP with the intent to apply for a parking permit at the Pentagon, please note that the Parking Management System will not recognize your MTBP withdrawal until after 9:00 PM on the day your withdrawal is processed.
- You must wait until the following morning for the pentagon’s Parking Management Office (PMO) to see your updated, withdrawn status in their system.
