Jae W. Lee

Director, Financial Management Directorate

Mr. Jae W. Lee serves as Director, Financial Management Directorate (FMD), Washington Headquarters Services (WHS). He advises the Director of Administration and Management (DA&M), WHS Director, and the Leadership members of WHS-serviced Defense Agencies and Field Activities (DAFAs), including the Office of the Secretary of Defense, Pentagon Force Protection Agency, Defense Legal Services Agency, Test Resource Management Center, U.S. Court of Appeals for the Armed Forces, and U.S. Cyber Command by providing executive control and oversight of their Planning, Programming, Budgeting, Execution and Assessment (PPBE) process. This includes the development, justification and execution of the DAFAs programs and budgets valued at $18 billion per year including its execution and disbursements, oversight of their financial statements, systems management, and appropriation process. Prior to assuming the role of Director, WHS/FMD, Mr. Lee served as the Deputy Director WHS/FMD from July 2017 to March 2019.

Before joining WHS/FMD in 2017 as the Deputy Director, Mr. Lee served as a Senior Budget Analyst within the Operations Directorate, Office of the Under Secretary of Defense (Comptroller) (OUSD(C)). In this capacity, he developed and oversaw the civilian labor budget across the Department of Defense (DoD), including three Military Departments, 27 DAFAs, the Joint Chiefs of Staff, and 9 U.S. Combatant Commands. The $80 billion annual civilian labor program supports approximately 770,000 DoD civilians via 32 DoD appropriations. Mr. Lee was also responsible for overseeing the Department’s $10 billion efficiency efforts and reporting the results to external entities such as the United States Congress, the Office of Management and Budget, and the Government Accountability Office.

Mr. Lee’s career experience includes significant roles in all aspects of financial management, having held various senior-level financial management positions at the Office of the Assistant Secretary of Navy (Financial Management & Comptroller) (OASN(FM&C)) and the Headquarters Marine Corps, Programs & Resources (HQMC, P&R). Mr. Lee contributes a broad range of Program/Budget financial management knowledge. He has worked with the entire spectrum of stakeholders participating in the Department’s PPBE system at the Departmental level and all echelons within the Military Services.

Mr. Lee received his Bachelor’s degree in Individualized Study with emphasis on Statistics and Management Information Systems from George Mason University. A member of the DoD Financial Management Community, he holds a DoD Financial Management Certification Level III, and is a Certified Defense Financial Manager (CDFM). He also graduated from the Federal Executive Institute Leadership for a Democratic Society program, and the Senior Executive Fellows program, John F. Kennedy School of Government at Harvard University, Executive Education.
