Paul McMahon is the Acting Director, Facilities Services Directorate, WHS, and provides leadership for facility services, operations, space management, and construction. Over 1,000 combined government and contract personnel support 64,000-plus DoD personnel in the National Capital Region (NCR), manage approximately 16 million square feet of lease space, and conduct operations, maintenance, logistics and construction activities on the Pentagon Reservation.
Paul is a retired Navy Officer with twenty-seven years of service in the Navy’s Civil Engineer Corps. He served in Naval Mobile Construction Battalions (Seabees), installation public works, Naval Facilities Engineering Command, and senior staff assignments, including the staff of the Chief of Naval Operations. His career took him to Philadelphia, Pa, Port Hueneme, Ca, Washington, DC, Quantico, Va, Indian Head, Md, Gulfport, Ms, Naples, Italy, Lemoore, Ca, and Charleston SC. He retired as the Commander, Naval Facilities Engineering Command, Southern Division, where he led a 2000 person organization that delivered a range of facilities and environmental services to Navy, Marine Corps, and Air Force installations across 24 states and valued at over $1 billion annually.
Since 2004, Paul held a variety of positions including Vice President of Operations for the University of Medicine and Dentistry of New Jersey, Director of Domestic Construction for KBR, and Capital Projects Administrator at the Architect of the Capitol, with responsibility for the Tunnel Improvement Program. He started at the Washington Headquarters Services in August, 2009, as the BRAC 133 Program Director. In this role he was responsible for all facets of the move of 6,400 Department of Defense employees in the Northern Virginia area to Fort Belvoir directed by BRAC 2005. Paul became the first Assistant Director, Operations for Facilities Services in September 2009 responsible for providing a range of facility management services for Washington Headquarters Services at the Pentagon Reservation, Mark Center Complex, and leased facilities throughout the National Capitol Region. He also provides space planning services and logistical services to the Office of the Secretary of Defense and manages the Department of Defense's leased portfolio in the NCR. In May of 2019 Paul was promoted to the Senior Executive Service and appointed as the Deputy Director of Facilities Services Directorate.
Paul grew up in a Marine Corps family. He graduated from the United States Naval Academy in 1977, and earned his Master of Science in Civil Engineering from the University of California, Berkeley in 1983.
