Mr. Paul Schaefer serves as the Director, Facilities Services Directorate (FSD), Washington Headquarters Services, ensuring 24/7/365 readiness of the Pentagon Reservation for Department of Defense and National Leadership to execute their mission responsibilities, and provide the workforce safe, secure, resilient, quality and effective work environments. FSD manages 15 million square feet in facilities and infrastructure, valued at over $11 billion in real estate. This includes the Pentagon, the Mark Center, and over 75 leased facilities supporting more than 65,000 members of the DoD workforce. Mr. Schaefer leads a proud, collaborative, and innovative workforce of 1,500 strong across the spectrum of wage grade to senior executive service professionals supported by industry partners. FSD maintains strong relationships across all DoD Components, the Military Departments, the Joint Staff, Defense Agencies, and DoD Field Agencies in supporting facility requirements.
Summary
Previously, Mr. Schaefer served as the Assistant Deputy Chief of Staff G4 - Facilities, Logistics and Environment for the Army Materiel Command (AMC) from March 2021 to March 2025. In that role, he supported the active Army’s global real property portfolio, which encompassed over 125,000 facilities and 87,000 family housing units totaling 920 million square feet, valued at $747 billion and impacting all 50 states and 152 countries. Mr. Schaefer oversaw the management of Army-wide Housing, Energy, Environment, Critical Infrastructure, Chemical Surety, and logistics activities to effectively execute AMC’s strategic support area mission. This ensured the Army maintained high levels of readiness, providing improved quality of life, and safe and reliable facilities, infrastructure and housing for the Active Army’s 485,000 soldiers, their families and 245,000 civilians.
Career Highlights
Prior to joining AMC, Mr. Schaefer served as the Facilities Director for the Missile Defense Agency (MDA) from October 2007 to March 2021. During his tenure, MDA’s global workforce experienced high-quality and reliable facilities, operations and services as tenants on Army, Navy and Air Force installations, and Department of State properties geographically dispersed across the world.
Mr. Schaefer has more than 32 years of professional experience in a range of leadership roles in the federal government. He began his career as a co-op student in 1992 and has enjoyed numerous challenging assignments, to include: Chief, Facilities and Logistics, Joint Analysis Center, HQ USEUCOM, RAF Molesworth, United Kingdom April 2002 to October 2007; Chief, Engineering, Plans, Services/Base Master Planner, 235th Base Support Battalion, Ansbach, Germany, March 1998 to April 2002; and Structural Engineer, US Army Corps of Engineers, New Orleans, March 1992 to March 1998.
Education
Mr. Schaefer graduated from Bowie State University with a Master of Public Administration degree in 2007 and received a bachelor’s degree in civil engineering from the University of New Orleans in 1992. He is a member of the Acquisition Core and certified in Facilities Engineering. Mr. Schaefer received a variety of awards to include the Department of Defense Armed Forces Civilian Service Medal, Department of the Army Superior Civilian Service Medal, and Superior Civilian Service Awards.
Mr. Schaefer is a New Orleans native, a loyal Saints fan, and enjoys hiking, culinary arts and community service in his free time.
