Our Organization

WHS is the essential services provider for the Office of the Secretary of Defense (OSD), Department of Defense (DoD) agencies, and offices in the National Capital Region. WHS provides a wide range of centralized capabilities to DoD headquarters, OSD, and DoD components, enabling economies of scale for delivering essential administrative services to fulfill the mission of the Department.

WHS services are organized into several directorates and specialty offices. These teams of WHS personnel support the mission of our Defense Department customers by managing DoD-wide programs and operations for the Pentagon Reservation, Mark Center, and DoD-leased facilities in the National Capital Region. The WHS vision is to remain a creative, results-driven capabilities provider, recognized for excellence: responsible, reliable, resourceful, and relevant.

WHS Directorates and Offices include:

Acquisition Directorate (AD)

The Acquisition Directorate is the Single Enterprise Contracting Office (SECO), providing acquisition services to all OSD components, significantly reducing annual OSD contracting costs. AD plans, coordinates, and manages the procurement programs essential to the mission of WHS, the Office of the Director of Administration and Management and the Office of the Secretary of Defense. AD programs support Pentagon renovation, construction, professional and other services, commodities and supplies, major communication and information technology systems, and special programs totaling over $900 million a year.

Equal Employment Opportunity and Diversity (EEOD)

The Office of Equal Employment Opportunity and Diversity is the agency sole authorized source to process allegations of discrimination within the Office of the Secretary of Defense, Joint Chiefs of Staff, and Defense Agencies and Field Activities serviced by WHS.

Executive Services Directorate (ESD)

The Executive Services Directorate provides comprehensive knowledge management, information security, and visual information services to the Office of the Secretary of Defense. ESD also executes legally mandated programs implementing the Freedom of Information Act, the Privacy Act of 1974 and the Federal Records Act, conducts automatic and mandatory declassification reviews, and manages the Department of Defense directives and issuances process. ESD also serves as the facilitator for Government Accountability Office engagements and follow-up reports. In addition, ESD provides operations support to our parent organization Washington Headquarters Services’ Front Office.

Facilities Services Directorate (FSD)

The Facilities Services Directorate [external link] supports a customer base of about 64,000 civilian and military personnel, including the Office of the Secretary of Defense, Joint Chiefs of Staff, Defense Agencies, and the military departments in the National Capital Region. FSD provides administrative and operational support to specified DoD activities, including space management, maintenance, repair and alteration of assigned buildings, custodial services, landscape maintenance, trash and debris removal, building operations, construction management, property management, and other support services, including oversight of the massive program for the renovation of the Pentagon. The Director of the Facilities Services Directorate is Mr. Sajeel Ahmed.

Financial Management Directorate (FMD)

The Financial Management Directorate provides planning, programming, budgeting & execution, and accounting services to WHS and its customers. These services include budget formulation, defense, and execution; financial management, internal audit, and compliance; budgetary accounting; financial reporting; Official Representation Funds management; purchase card and travel card program management; and resource management.

General Counsel (GC)

The Office of General Counsel provides the full range of legal services for all aspects of the WHS mission, as well as for the Pentagon Force Protection Agency, and the operational matters handled by the Office of the Director of Administration & Management. The General Counsel of WHS is Mr. John Albanese.

History and Library Directorate (HLD)

The History and Library Directorate (HLD), provides a wide range of history and library services to the Office of the Secretary of Defense (OSD), DoD components, other federal entities, and the public. The OSD Historical Office and the Pentagon Library have distinct but synergetic missions. The Historical Office collects, preserves and presents the history of the OSD, in order to support DoD leadership and inform the American public. The Pentagon Library connects customers with information resources and subject matter expertise to meet a broad spectrum of needs in support of the DoD mission. Through the Historical Office and the Pentagon Library, HLD provides customized research services, acquires and provides training on licensed electronic content for the OSD and DOD components, maintains collections of DOD specific materials in a variety of formats, and coordinates and collaborates with other federal and military libraries.

Human Resources Directorate (HRD)

The Human Resources Directorate provides human resources services for executive, political, military, and civilian personnel; performs security investigations and clearances; conducts adjudications and appeals; and manages the various voluntary campaign programs, e.g., the annual DoD Combined Federal Campaign. The Director of the Human Resources Directorate is Mr. Christopher Kapellas.

Office of Small Business Programs (OSBP)

The WHS Office of Small Business Programs is the agency's small business advisory and assistance office with responsibility for 1) advising WHS leadership and acquisition customers in all matters of small business; 2) developing and implementing WHS small business program policy; 3) ensuring program and contracting personnel are trained in small business matters; 4) participating in the acquisition process to encourage small businesses solutions; 5) overseeing acquisition personnel compliance with small business program guidance; 6) being the agency liaison to external agencies; and 7) managing an outreach-to-industry program. The OSBP is dedicated to providing guidance and assistance to small businesses desiring to do business with WHS, the Department of Defense, and the Federal Government in general.

WHS Immediate Office and Staff

WHS Immediate Office and Staff serves as the corporate integrator of WHS and establishes the framework for bridging functional gaps among WHS directorates to secure mission accomplishment and achieve strategic goals across the Office of the Director of Administration and Management. WHS Immediate Office and Staff provides administrative, financial, and logistical support to Director of Administration (DA) assigned Boards, Commissions, and Task Forces. WHS Immediate Office and Staff recently led the Strategic Planning Initiative for WHS and DA, and took responsibility for the consolidation and implementation of the DoD Consolidated Adjudications Facilities (DoD CAF), supporting eligibility for security clearances for DoD personnel, industry personnel, and Congressional and other staffs.
