OSD CIO

Provides leadership to the Office of the Secretary of Defense by ensuring that acquired information technology and resources are managed using Government policies and procedures. Responsibilities include, but are not limited to:

  • Advising the DA&M on all OSD IT/IM matters and all Pentagon enterprise IT/IM matters.
  • Leading and directing Pentagon-wide enterprise IT/IM services.
  • Establishing priorities to ensure OSD’s IT/IM program is compliant with Congressional, OMB, and DoD guidance, and ensuring resources are acquired, used, and managed in a manner consistent with Federal and DoD guidance. Developing resource plans for OSD’s IT/IM program including for staffing and budgeting.
  • Advising and consulting with the OSD PSAs on all IT/IM matters pertaining to OSD, and serving as the principal Information Resources Management (IRM) advisor to senior OSD managers.
  • Serving as OSD's cognizant authority for all Federal-level IT/IM compliance and reporting pertaining to OSD’s IT efforts to include but not limited to responsibilities delineated in the Government Performance Results Act of 1993, the Clinger-Cohen Act of 1996, OMB Circular A-130, the Computer Security Act of 1987, and the Federal Information Security Management Act.
  • Developing, maintaining, and coordinating OSD’s Enterprise Architecture, including an OMB-compliant Enterprise Architecture, OSD Information Management Plan, OSD IT Strategic Plan, OSD Information Assurance Strategic Plan, OSD IT annual plan, OSD IT metrics plan, OSD IT portfolio management program, and IT standards responsive to senior OSD leadership. Ensuring compliance with the Management Control Program and developing and fulfilling the requirements of a Statement of Annual Assurances. Performing short- and long-range OSD IT/IM planning.
  • Establishes and chairs advisory boards, including the OSD Board of Directors and the OSD IT Configuration Management Board.
  • Reengineering key business processes in OSD to identify opportunities to effectively use IT to achieve greater effectiveness and efficiencies, improve the operation of cross-functional processes, and replace stovepipe processes and systems with enterprise processes and systems. Coordinating OSD-wide IT/IM requirements; securing requirements from OSD’s PSAs.
  • Establishing and sustaining a comprehensive management framework for the consolidated OSD information enterprise. Leading and directing OSD-wide enterprise IT/IM services including Common IT, the IT infrastructure, and common applications. Ensuring OSD’s IT/IM program evolves as an enterprise program.
  • Issuing OSD IT/IM policy and guidance, and ensuring the implementation of DoD IT/IM policy and guidance in OSD.
  • Performing the roles and responsibilities of OSD's Senior Information Assurance (IA) Official to include managing OSD's corporate IA efforts, providing final determination on IA policy and guidance, and serving as OSD’s Designated Approving Authority (DAA).
  • Overseeing OSD IT/IM contracts, budget formulation and execution, and personnel allocations, and selections. Exercising management and oversight of all OSD IT/IM resources, including funding, personnel, systems, and physical space.
  • Representing OSD in Pentagon-wide, DoD-wide, Government-wide, and private sector forums. Serving as the OSD representative on the Pentagon Area Information Services Executive Board (PEB) and associated boards and committees.
  • Negotiating and entering into IT/IM support agreements on behalf of OSD.
  • Developing OSD’s IT/IM Continuity of Operations (COOP), Continuity of Government (COG), and Continuity of Business plans.
  • Developing Capital Equipment Replenishment Plans (CERPs) for OSD’s IT/IM program.
  • Developing program and project plans for OSD’s IT/IM program.
  • The OSD CIO will decide how the IT systems/networks will decide how the IT systems/networks will be designed, built, implemented, and maintained after becoming operational.
  • The OSD CIO is responsible for all fiscal programming for the OSD IT and communications needs to include planned and current capabilities.
  • The OSD CIO is the responsible agent within OSD for ensuring the OSD IT and communications fiscal program is up-to-date, ensuring funds are available to operate the baseline systems, develop new capabilities, and modernize a portion of the infrastructure each fiscal year.
