NSPS Transition Guidance - Position Classification (Conversion from NSPS to GS)

This transition guidance was released on January 22, 2010, for position classification for use DoD-wide during the conversion from the National Security Personnel System (NSPS) to the General Schedule (GS) system.  The guidance is intended to help human resource practitioners and management officials responsible for reclassifying NSPS jobs make GS determinations and respond to questions regarding the classification process.

Director of NSPS Transition Office Appointed  

The Deputy Secretary of Defense appointed John H. James, Jr. as Director of the NSPS Transition Office (NSPSTO). The NSPSTO is the successor office to the Program Executive Office, NSPS (PEO-NSPS).

Mr. James will oversee the transition of 226,000 DoD civilians from NSPS to pre-NSPS personnel systems. The National Defense Authorization Act for Fiscal Year 2010 (NDAA 2010) repealed NSPS and mandated the transition of NSPS employees, with no loss in pay, to appropriate non-NSPS personnel systems.

NDAA 2010 Enacted; NSPS Repealed

The recently enacted National Defense Authorization Act for Fiscal Year 2010 (NDAA 2010) contains a provision to repeal NSPS and requires the transition of NSPS employees, with no loss in pay, to previously existing civilian personnel systems no later than January 1, 2012.

The enacted bill also provides for new authorities regarding a new performance management system; redesigned hiring procedures; mandatory training for supervisors; and the ability for the Department to request Congressional approval for additional personnel authorities and flexibilities.

The Department will take all necessary steps to transition employees out of NSPS and into the appropriate pay system. The primary goal will be to execute a smooth transition with minimal disruption to the workforce and mission.

During the transition period, NSPS remains in effect for organizations and functional units working under the system. Organizations and employees currently covered by NSPS will continue to follow NSPS regulations, policies and procedures until such time as the law is enacted and the transition takes places for their organization.
