NSPSTO Provides Revisions to Transition Guidance Chapters 1 through 4 and Releases Chapter 5

The NSPS Transition Office revised the NSPS to GS Transition Guide for use by Human Resources Practitioners, chapters 1 through 4 and released chapter 5 along with Directive-Type Memorandum (DTM) 10-020, NSPS Performance Management Policy During Transition.  Chapters 1 through 4 were updated to provide guidance in response to questions raised by Transition Office Staffs as well as to add exceptions and waivers that have been approved since the initial release of these chapters.  Also included in the update is a change in how pay is set for employees who return to temporary promotions or reassignments immediately after transition from NSPS.  The latter change in pay seeting guidance is retroactive to February 14, 2010, as the changes are needed to comply with Section 1113(c)(1) of NDAA 2010. 

To more readily identify the modifications that were made to the guide, the NSPS Transition Office has provided a table of changes which summarizes the differences by section and chapter.  Additionally updates will be released in the following weeks to include updates to chapter 6, FAQs, and the addition of pay setting examples to meet the new pay setting requirements for return of transitioned employees to temporary promotions and reassignments.

NSPS Transition Simulator

The NSPS Transition Office has also developed a calculator, the NSPS Transition Simulator, to help employees understand the NSPS to GS transition process.

The NSPS employee enters information about his or her current position, including current NSPS pay band, pay schedule, base salary (not including locality pay) and presumed GS grade level. Based on data entered, the NSPS Transition Simulator identifies the step and pay for the presumed grade. NOTE: It is recommended that employees speak to a supervisor or manager before using the simulator to assure the grade level entered accurately reflects the duties and responsibilities assigned.

It is important to note, information provided by NSPS Transition Simulator is based upon a presumed grade level. The Transition Simulator cannot be used as an official tool to determine assigned grade level upon transition to GS. Official transition information will be provided by the supervisor, manager or HR practitioner at the time of transition.

NSPS Transition Update

NSPS Transition Office Director John H. James, Jr. is leading the effort to transition the majority of the 226,000 NSPS employees to non-NSPS personnel systems by September 30, 2010, a year earlier than the timeframe required by the National Defense Authorization Act (NDAA) 2010.  "An estimated 75 percent of NSPS employees will be transitioned this fiscal year."  The remaining 25 percent of NSPS employees are scheduled for transition out of NSPS in 2011. 

Mr. James encourages employees to maintain close communications with supervisors and human resources experts throughout the tranistion process regarding questions or concerns.  "You can't over communicate when it comes to a major change."
