Senior Executive and Senior Professional All Hands - On July 17, 2012, the Director, Administration and Management hosted the annual Senior Executive and Senior Professional All Hands meeting in the Pentagon Auditorium. Senior Executive Service Playbook - On March 14, 2011, the Secretary of Defense mandated cross-cutting initiatives decisions which included centralizing all Civilian Senior Executive (CSE) hiring authority management for the DoD Fourth Estate entities. As a result, delegated management of Senior Executive Service (SES) and Scientific and Professional (SP) resources was rescinded from Fourth Estate agencies and field activities effective June 27, 2011. The purpose of this Playbook is to document 4th Estate business rules and standard operating procedures dealing with the administration and human resources management of Senior Executive Service members, Senior Professionals, Highly Qualified Experts, and Intergovernmental Personnel Act (IPA) assignees which are clear and complete. The intended audiences for this Playbook are Human Resources professionals, administrative personnel, management officials or any other individual dealing with SES administration issues. Executive Performance and Appraisal Tool (EPAT)In an effort to leverage current technology and streamline the performance management process, the DoD has rolled out the Executive Performance and Appraisal Tool (EPAT). Beginning with the FY11 performance cycle, all DoD executive and senior professional members are using this automated performance management system to electronically create and maintain their performance plans/DD2899s and DD2898s. To facilitate navigation through the Tool, webinars -recorded audio and video modules- have been developed for administrators. The modules range in length between thirty seconds and four minutes. Each module provides clear step by step instructions on how to perform a specific function such as, how to create a performance plan or how to submit a plan to your rater. WHS provided several EPAT training sessions for agency administrators, members, and delegates (delegates serve in an administrative role and may assist members with all aspects of developing their performance plan with the exception of signing or submitting the plan).
