Drug-Free Workplace Program

The Labor Management Employee Relations (LMER) Division administers the Office of the Secretary of Defense/Joint Staff Drug-Free Workplace Program (DFWP). A DFWP manual was developed that includes the Executive Order 12564 mandating the development of a DFWP in the Federal government, the approved Health and Human Services Drug-Free Workplace Plan, and an internal Procedures Manual. These documents provide information on what positions have been designated as a Testing Designated Position, applicant and random drug testing, reasonable suspicion and follow-up testing. The Manual also outlines policy and procedures for disciplinary and adverse actions taken when a positive drug test is present.

Employee Assistance Program (EAP)

LMER works closely with the Employee Assistance Program.

The Employee Assistance Program, Pentagon Employees Referral Service (PERS), offers a variety of counseling services confidentially and free of charge to civilian employees and their dependents. Available services include but are not limited to

  • diagnostic and short-term counseling,
  • referral to area resources for treatment and assistance,
  • comprehensive resource inventory,
  • client follow-up and aftercare,
  • supervisory consultation, and
  • crisis intervention.
